I looked at the 1020 and there is no lever between the shift levers. The pto lever is down on the left side of the case. The pto turns real slow when engaged and you can stop it easily with your shoe. Fill the little reservoir ahead of the radiator, drive a couple of miles and the steering and 3 point quits working. Fill it again and do another couple of miles. Tractor runs great.

You fill the hydraulic system in the rear. The grey cap is where it goes in. You check the level on the right side floor board. Should be a 1" cap you can unscrew and it will have a dipstick attached. The tank in the front will stay full when the rest of the system is full.

Sounds as if tractor has a continuous running(dual stage) pto that the pto clutch is slipping. The slipping clutch could be contributing to weak hyd's. How long since hyd oil filter was changed & sump screen checked/cleaned? Look inside hyd filler hole in MSD's photo with engine running,3pt raised for spraying oil. Those type JD tractors have a history of the RS valves seal leaking causing hyd problems.
 
Have you cleaned screen and changed filter...If front pump works for 2 miles when you fill up reservoir then your trans pump is not feeding front pump...do you have hi lo ...if not you have pump or line problems internal...Tx Jim probably nailed it on clutch...
