John Deere D Mag question

Is the only way to change the timing on the D is to remove the governor and move the shaft a tooth on the gear? When I have the mark on the flywheel at the 3 o'clock position, the mag slots are not horizontal. They are more like in the 10 o'clock/4 o'clock position. It sounds like it is sparking before top dead center.
 
According to the shop manual (JD-4) I only have to remove the gear housing. The shop manual is for higher serial numbered tractors, but I am guessing this will work for mine too. Will adjust tomorrow.
