JD 630 HYDRAULICS

The remote cylinder control valve can be adjusted for single or double action. I do not remember off the top of my head which cap nut you need to take off and either seat or screw out the adjusting screw.
 
Correct me if I'm wrong, but I think that is the point of the 3-point return spring. On my 630, it was missing and had to be replaced.
 
There is no down pressure. The piston sits verticle and the oil fills on the bottom of it. It has lift (up pressure) as oil is allowed to flow in. It is simply draining the oil when going down.
Make sure the big spring that is mentioned is on the left side.
If the arms will not go down, it could be the settings on the valves. Get JD SM 2022 for a full explaination on how to set it up.
