4010 loss of power steering

I have a 4010 and it loses power steering when using the rockshaft or hydraulic cylinder. Since the steering should always get oil first from the priority valve I suspect a malfunction in the steering valve. The other hydraulics work with normal speed, you just can"t turn the tractor with power steering when using them. I"ve never worked on a steering valve before so am curious for your ideas on what could be wrong in there to cause this.
 
Sounds as if the priority(pressure control) valve is malfunctioning. This valve should close when stand-by pressure drops below 1700 psi. I'd suggest checking this valve and stand-by psi.
 
If pressure goes below 1700 psi should the rockshaft quit lifting when using the steering? I will try this test.
