Belt pulley seal for late B question

I have removed the belt pulley on my '49 B in an attempt to find the cause of the oil leakage. The arrow in the picture points to a groove that I believe is missing some kind of felt seal. My I&T manual only lists is as a 'dust seal'

follow the groove to the underside of the crankshaft there is a hole there that is likely plug. The hole drains all the oil back into the crankcase.
 
A plug ed oil return is one issue , but look for blow by one cyl or the other, or maybe the ventilator pump is not working. Place a playing card over the crank case oil in let and if it does not draw it down you have a problem. You will also see blow by there too.

We noticed a depression in the bottom of the groove. When we felt around it with a pick, we couldn't feel a hole for a drain back port. I guess the next step will be to remove the dust shield and take a closer look.

The blow-by is an interesting thought. The tractor burns a fair amount of oil and was already getting a new set of rings while it is in the shop this winter. The leakage could very well be related.
 
When you reinstall the dust shield remember it will have to be centered or it will rub the belt pulley
 
I agree with the blow-by and vent issue more than the seal.Although the tubes do stop up most the time blow-by is the common here.I bought a set of wire brushes from a hot rod shop that are about four foot long and they get a shot at about everything I mess with ,but still think the blow-by would be the first thing I'd look at
 
I believe the vent pump actually pressurizes the crankcase, not a vacuum. The pump takes air from the air cleaner into the crankcase. Air then leaves the valve cover & enters the intake pipe just before the carb. That pipe could be plugged. Also if the drain hole is working in the cover it can. Probably run without rings and still not leak. I have an A with SEVERE blowby & 25# compression & the clutch side dont leak.
