60 Power Steering actuating sleeve/worm gear disassembly

Trying to get my actuating sleeve apart and this thing has no set screw as mentioned in the SM2016 manual. The middle and bottom picture show the two holes that line up with the access hole. It looks like a plug and not a screw. I can't pull the actuating sleeve out of the housing.

The original problem was turning to the left without any shaft input, I moved the housing slightly to cure that, then had no power assist turning left, turning right worked normally so here I am trying to get this thing apart. With weight off the wheels and engine off everything turns freely, power assist is the same with or without weight on the wheels as near as I can tell.

Any ideas about why there would be no set screw and how to get the sleeve out?

Just discovered that when I hold the worm gear and turn the input shaft to the right the actuating sleeve slides backward, when I turn it to the left I can feel the spring resistance before it hits solid but the sleeve doesn't slide at all.
 
I think you have the field installed upgrade that came out on the bloack dash models. You need to look at the newer power steering manual for the 720/730 models.

The round thing you see is a dowel pin. Now, is it flush with the body of the actuator sleeve? If it has slipped outward, it will catch and prevent removal of the sleeve. See if it is proud, and if so, tap it back in, remove the sleeve, and then we can discuss it from there.Is that
 
Frank, you are a gem. I'll get the newer manual. I
got it all apart and the dowels are flush with the
outer edges but the one closest to the worm gear is
worn flat on one edge. I'll post a few more
pictures and see what you think.

You can probably skip that manual. I think I have enough info from an I&T book that will get you by. You'll need to have access to a decent dial indicator to set the helix slot play and you'll need a couple pins, as they all do by now, and then you'll need to post some pictures of the condition of the two cam forms. Betting there is a divot that keeps the pins from running smoothly up and down the form.
