4020 lp running ruff

I seem to have a problem with my lp 4020. I just replaced the seal in the strainer, along with replacing the spark plugs, air filter oil, wires, roter and distributor cap. Unfortunately I did all these items at the same time. It now seems to run fine at the start, but after it warms up, it doesn't run very good. It wants to die when any load is first applied, and just doesn't have any power. Again, when first started, it seems to go fine and have plenty of power, and after warmed up, no power, and wants to die when load is first applied. Could it be that it is not getting enough fuel, or did I screw up the timing? One other thing, if I open the throttler wide open, it sounds really upset, and sparks seem to come out of the muffler.
 
I think I had sent the plugs to .015. Is there a wy that I can check the points? I did have to pry the rotor off with a srewdriver, So don"t know if I could have messed somthing up there. That thing was corroded on.

Set points with a feeler gauge but I can't remember correct setting. Some times it helps to just pass a $1 bill through the point contacts.
 
I think it has something to do with this lever that sets just under the distributor cap. Does anyone know what it is? I talked to our local john deere deal, and they had no idea (sometimes they surprise me). If I push it all the way to the right, it runs like crap. All the way left, and it seems to run like normal. It doesn't seem like there is any points involved with this.
