Need advice for the best way to remove rusted, and burned exhaust manifold to head bolts without breaking them.
 

Patients, patients, patients..you don't want to break them off flush with the Had..if you do, you will probably need to drill them out..
If you need to.. tease them until they are free in the Manifold..cut the bolt heads off and raise it as high as possible..
Cut the bolts, leaving as long a stub as you can, remove the manifold and Heat the stubs Red, tap lightly with a hammer, let cool and they will come right out..

Will a propane ex. manifold work in place of a gas manifold?
Does anyone know? I see bolt holes are different on the manifolds
 
Not a big deal or difficult to remove the head from a 60. The port gasket faces are likely eroded and needs milled down to a fresh square flat surface. Otherwise the manifolds will never seal.
Won't do any harm to true the head gasket face with a slightly coarse stone.
It's an opportunity to measure bore wear, look for cracks in the top of the bore,,valve stem/guide play and valve spring pressure.
