All new bearings in the trnsmission and the gears are not chipped or broken. They are no rough surfaces on the gears. This a 1953 model 60 row crop tractor. The noise is the same regardless of the gear it is in as long as the clutch is engaged.
Advice would be appreciated.

If the outer bearing on the trans. input shaft ever failed and it was run that way very long the first reduction gears sometimes wear a little with them not being aligned properly. After that, ever if the bearing issue is fixed, they will be a bit noisy. My 1937 B has the same problem and I can't find any wear on the gears visually. As F-I-T syas, it's a fairly common problem.

The bearing and the case are ok. I do believe that I need to replace the low reduction gear even though it looks ok. Any other advice is appreciated.

Use a stethoscope or a piece of garden hose and see if the bearing behind the little eliptical cover about a foot behind the pulley is making noise, transmission in neutral, clutch engaged. Some even spin and wear the first reduction cover oblong, requiring case machining or replacement. Pretty common in the "A" family.
