John Deere Starting Problem

I could sure use a hand diagnosing my starting problem. My tractor is a John Deere 970 1995 diesel. When I turn the key I get a little click and no lights on the dash. Tractor will not crank. I recently replaced the voltage regulator and the battery. When I tried to start today, everything seemed fine until I turned the key for the second time. Sometimes the starter fails to engage. It has done that since I bought it but only occasionally. Anyway, your help is appreciated. I have a meter and know how to use it.
 
Sounds like a solenoid sticking, but I am not familiar with the 970 only that its a utility model. I would guess it to be on top of the starter.
 
Thank you both for your responses. I know I may have a bendix gear or solenoid problem.The biggest problem now is that I only get a faint click with the turn of the key and no lights at all.

Have you checked battery voltage with "your meter"? How longs it been since you cleaned battery posts & cables?
 
battery is brand new and voltage is 12.63. Posts and connectors are spotless.@@ You did lead me to the problem though. The battery connectors are clean and tight but the connection between the ground connector and the ground wire was poor. She's starting now! Thank you all for your helpful suggestions.
