Gator diesel glow plug problem

I have a "95 Gator diesel that is relatively new to me. I am still learning my way around it. I am not sure the glow plugs are working properly; it seems to start a little hard. The glow plug indicator bulb does not come on when I turn on the key. I checked the bulb and it is O.K. I unhooked the wires to the glow plugs and hooked up one end of a multi-meter to the pos. terminal of the battery and touched the other end to the terminal on the glow plugs. All three showed battery voltage. Next I turned the key on and touched the glow plug wires. They showed between 9.8 and 10.0 volts. Later, with the key on and the engine running, they measured 0 volts, which I assume is proper. There are 8 fuses under the dash (blade type automotive fuses) and all tested good. Is there a fuse someplace I"ve overlooked? Maybe the glow plugs are working properly and my mind is telling me it is starting hard because the light doesn"t turn on. What could cause the light to not turn on. If I turned the key on, would I be able to touch the glow plugs and feel if they are heating up without removing them? Any thoughts are welcome and appreciated. I know this is a tractor forum, but knowledge is knowledge and I have learned a lot from all of you in the past. I"m hoping you can help again.
 
I had to replace a module/black box inside the frame under the cargo box once. I think it had something to do with the temperature outside and how long the glow plugs stayed on. I also replaced the glow plugs a couple of times, but my gator has 6000 hours on it too.
