Wooden Wagon Axle Mounting Question

I am helping my 80 year old father restore an old wagon he used as a kid. ALL wood is gone. We finally got the wooden axles finished today. On this particular wagon the rear axle turns with the front axle. There is a large pin that goes down through the center of both the front and rear axles. In the picture, all the wood has rotted away so this is how this bracket was originally assembled. Does anyone have a wagon like this in which you can send me some pictures? It appears that the two rectangular pieces of metal must sandwich together with the axle below one of them, and extra wood on top of the other one to get the deck to a height higher than the wheels. That way when the axles turn, each metal plate will be rubbing on each other. The axle we made is 5 inches tall, which means we need about 12 inches of wood on top to get to the top of the pin. Taking some rough measurements it looks like the original axle was about 4.5 inches tall. We will probably have to notch our new axle to work with the bottom brace. If anyone has experience with a wagon like this please let me know. Thanks.
