removal of tires on JD 290 planter

I have JD 290 corn planter that needs tires. The wheels turn on a metal shaft that has bolts on each end holding the shaft to planter frame. How do I get the bolts out of the shaft? When I get one bolt out of one end, the other end turns and there is nothing to hold the shaft to get the other bolt out. Thanks in advance for any help
 
Had that problem years ago on a 494 planter. Forget just what I did. Try tightening the one you got out as tight as possible then try loosening the other one, if it will come out and you may have to use a torch to heat bolt that I did not have at that time, then try tightening the second just tight enough to break the first loose and then both should come out. Need tobe doing same thing on a 494 frane as frame is going to scrap and I need the wheels to put on an elevator. Impact wrench might work to get it out.
 
Thanks for the response. I also thought about using washers to work the bolts out a little at a time'
