NH 451 Sickle Mower

It's up to personal preference I prefer mine with a slight upward angle but I also cut in a lot of rocks and mole hills if I was to be cutting nice smooth ground without rocks or things that will damage my sections I would keep it close to level as possible I wouldn't have them pointing down that will get rid of the float that the bar will have when contact with an object occurs
 
Down a bit for cutting hay.Down helps 'compensate' for the pushing action of the bar as it moves through the field. Up a bit for cutting trashy weedy areas.Up helps the bar ride up over trash,rocks......Like a sled runner. There is no steadfast rule/position. Play with/adjust to whatever your needs are.
 
The setting up directions for mowers say up and how to adjust that and it is not with a toplink. Get an owners manual and it will tell you how to adjust it. At least all manuals I have seen do that.
 
Another vote for slightly up for the reasons already mentioned. Mine is only used to clean up around the edge of the field and around obstacles now, but even when it was used as my primary mower I had it set up the same way. It seemed to work best for me.
 

You adjust the top link to level the mower frame when it's in the cutting position, I'm thinking 15-17 inches off the ground.
There's a bolt with a serrated plate on the rear pivot that adjust the guard angle.
This is the only photo I could find, the bolt at location "A" is where you adjust the guard angle.
Like others I prefer the guards pointed up slightly.

There's lot's of adjustments on these mowers for setting the frame height, guard angle, bar lead, knife speed, ect.
Properly set these mowers do a great job and can will mow pretty fast.
I recommend you get a operators manual.
