54a thrower question

On a 54a thrower is the lower end of the top belt assembly meant to have some play or is it supposed to be fixed tight? My thrower will occasionally burn through the right side twine and looking at it the right side of the lower mounting is touching the frame unless you push it down. The left side has about a quarter inch gap in the same place. Just wondering if I can move it down to gain a gap and then bolt it tight. Thanks.
 
If no one else gets to it, I will take a look at ours in a couple hours.

That said. We had matching 54a?s on 273s. One burned every 10 bales, one burns one every 500-1000. We had them side by side and matched everything we could measure. And finally sold the baler to someone who was not going to use the kicker.
