I am not familiar with that mower but those
blades are supposed to swing, that's for
certain. Over the years I have seen
slightly thicker. bushings that went in the
blade that allowed for tightening. Seen
special shoulder bolts that accomplished
the same thing and owend one farm store
cheapo that use lock nuts and you only
tightened them enough so the blade would
swing. Pretty sure that Woods manuals are
still online, the breakdown will show
what's suposed to be there.
 
In answer to the title of your question, yes sir, loose. Can't function properly if not. Centrifugal force created while spinning makes them
swing out and do the cutting, while being able to deflect if a hazard is contacted.
 
I don't know anything about models of Brushhogs. I have an 8ft, and it has loose blades, which are a pain to sharpen ON the hog. You don't tell us what width your hog is. Perhaps, on the smaller width ones they were mde rigid, I don't know. I had a BMB, I think brushog as a kid, and I think it had a tight blade. It had a crank for each wheel. Pulled it with an F-20. Pull mine NOW with either my 48 H Farmall or my 34 CC Case. This on flat ground mostly.
 

My Bush Hog blades pivot, but the Pin/Bolt is Greased and TIGHT

Why, I even had a walk behind lawn mower with swinging blades..a Great idea if you are mowing thing ya should not have been..!
 

The Mounting Pins are most likely Keyed, so they cannot turn,,insuring that the Nut will remain tight.


The pivots do get full of trash and become stiff...

That is why I pull mine off, to sharpen the blades..not any big job if ya do it and have the parts lubricated...
