Gasboy Model 60/61 Pump

I recently bought a fuel tank that has a Gasboy 60/61 pump but I can’t seem to get it working. I hooked it up to a 12V battery and confirmed that there’s 12V at the motor but it doesn’t run. I didn’t see a switch anywhere so I’m guessing it should start as soon as you hook up to the battery. Is it possible the motor is bad?
 
Its been many years since I sold those but it should have a switch somewhere. Is it set for 24 volts? Some
were.
 
Should be a sort of "paddle" you flip up after removing the nozzle from the stored position.

How can I tell if it’s a 24V motor? The wires going to the motor are probably only 10-12 gage so I’m guessing it’s 12V.

There is a paddle there that rotates upward but it falls back down. Even with it lifted up, the motor wouldn’t run. I don’t see any other switches on the pump.
 
Google gasboy 60 pumps there is a good parts break down of the pump. It has been years since I sold those and
I cannot remember how you could tell if they were 24 volt.
