What causes the knot to remain on the billhook?

Twine knife is dull or the swipe arm is not sitting close enough to the bill hook to pull it off
 
As old said, those are the first things to check. If that fails, check the tension on the finger. It may be too high. However, 90% of the time, sharpening the twine knife will fix it.

I just went through this with my 273:
1. Twine knife dull ,
2. Rusty billhook
3. Twine disc timing...

A variety of factors....people gave me some great advice...mine ended up being none of those but

The Operators manual has a good checklist of stuff to try.

I ended up buying a PDF copy of the knotter manual and can send you pics of some pages if you need.

Start with simple
 
since your knot is not around the bottom of the bill hook I would guess your finger tension is too high. It looks like the loop of the knot is still being pinched in between.
