Unknown Part - Possibly IHC?

Does anyone know what this is for? I found it tucked away in a corner of the hay loft last night (I was poking around with a flashlight and watching the bats fly around - yes, I know I need to get a hobby!).

It is about 16" diameter, appears to be a type of pulley and has a belt groove on the outer edge. There is a number on it (RC-507) and what looks like the IHC symbol under the number. The logo is very faint and rusted and does not show up in the photo.

I'm confused by the offset section of the item. Can't really see how it would work with that offset piece rotating around. I must be missing something... Any thoughts?

The off set part makes me think of a pump jack or other such thing where you would need a piston action
 
I guess that would make sense. I do live in old oil country and everywhere around here is littered with old oil pipes, equipment and abandoned wells.
 
I the 1938 parts catalog almost all r ra rb rc part numbers are side rake, hay
rake and hay tedder part.....the rc 507 is not there.
 
Your part is part of the offset bearing that operates the tine bars on an old "bar-type" side delivery rake similar to the one in the photos below. You can see the part at the center of the RH side of the rake "drum". There's an "outer race" that fits over it with 4 arms that attach to the bars, and a number of steel balls in between, making a crude, unsealed LARGE ball bearing.

I do not remember ever seeing that on the one I have but it also has been a while since I looked at it. Guess I should think about looking at it one of theses days to see if I even still have that part. Took the old rake parts years ago when some one needed a few parts off of it. A person can now haul the whole rake in a pickup truck
 
The 1938 catalog would not have that part listed as it was first made in 1940. One of the many rakes I have here to redo.
