Case/IH 8420 Round Baler

I am having fits with this baler. It is plugging up between the pickup and the bale chamber. it did start a bale ok then soon after plug so I had yo throw out the bale to clear it. grrrrr . I have tried smaller windrows, higher RPM in a lower gear, making sure I baled the same direction as the hay was cut, pickup 1-1.5 inches above ground, everything operator's manual suggests. Nothing seems to work. I understand this may have been a design flaw. Any advice will be greatly appreciated.
 
How is the texture on the surface of the belts? If they are too smooth it will have trouble starting a roll. We have an 8420, a Hesston 5530(older version) and help maintain two Hesston 530 (same baler). Plugging is not usually a problem here, mostly fescue type hay. As other poster said, the hay cannot be too damp, but way too dry does not start good either. Mainly worn belts, in my limited experience.

Not trying to be a wise guy back but if you had read the post carefully you would have seen i am running the pickup !.5 inches off the ground which is the secon highest setting.
