New Holland 273 - knotter/wiper problem

I have a New Holland 273.
This season the baler has been hanging up twine on the bill hook.
It started happening every other bale to start, now is happening every 35-50. Went with it, thinking that once it shined up a little it would get better...which it did...but this baler is like a clock usually - 1-2 broken bales per thousand...

1. Is there any adjustments to make to compensate for wear on the wiper?
2. It seems to have cleaned up pretty good...any chance it needs a good scrub with some Emory cloth?
3. Should I go ahead and replace the bill hook/wiper arm and be done with it? Or is this going to turn into a chain of replacing stuff?

Knotters haven't been touched in the 40 years this baler has existed...last year...due to bad circumstances...mostly my own stupidity...it did not make it into the shed for the first time ever...which I fear is the catalyst here...

How should I proceed - would like to solve it before the next time I cut.
 
Start with sharpening the twine knives. Then inspect the wiper arms for profile and gap. They should firmly wipe the bill hook at 11/16" from the tip of the hook. If ti doesn't, bend the wiper arm if there isn't an adjustable wiper plate. When you bend it, be careful that you bend it inwards, not upwards as that can lead to shortening the tails on the knot... I usually polish the bill hooks with emery cloth if they're rusty or not smooth. Beyond that... if it's still hanging up then perhaps the fingers are too tight and not releasing, or you have broken rollers on the fingers... or broken/worn/missing rollers on the cam end of the wiper arm.

First thing to do is get the manual for it because it will tell you the adjustments etc that you need to know.

That said as Rod say make sure the twine knifes are good and sharp and the bill hook swipe is adjusted as it should be.
