The shoe rod pushes the hay to the right to lay it down so it does not fall on the knife head. Inside to right, outside rod to left.

If it is the out side end of the bar they make a 1-1/2 special knife to help with that problem. The extra 1/2 knife sticks out over the end. Cuts the grass ahead of the main knife allowing it to fall and not get all jammed up.

Can it cut anything out there without a ledger? I would think you would remove that last single and replace with the one and a half.
