Its a sickle grinder. It can be mounted onto the wheels of a sickle mower so as to either sharpen up the sickle out in the field, or near the tool shed. The sickle had to be taken out of the sickle bar, mounted onto the sickle grinder which was mounted onto the wheel of the mower, or some other table made for the purpose. I had one. X broke it.
