Old Ford 908 brush hog

Redoing an old 908 for a friend. The slip clutch has no friction discs and has holes thru all three plates for bolts. I am thinking of never seize on plates and 1/4 inch grade 2 bolts thru plates at two locations. I realize clutch discs could be added, but my friend will never service the slip clutch as intended. This is why I would like a shear bolt setup. Will this work., or am I creating a hassle?
 
THat's what I did for an old brush mower for my FIL. Has been working for 5+ years. 1/4" won't be enough if he gets into big brush
or heavy grass, but for general use, it will be ok.
 
We had an old ford rotary cutter years ago, same problem slip clutch would not hold, someone drilled a 1/4 hole out near the edge of the clutch,
it held for years, but I was concerned as the cutter did not have a stump jumper, no slip clutch or proper sheer bolt

I traded it for a cutter with a proper sheer bolt, grade 2 bolt built into the pto shaft,

Equipment dealer told me later the guy that bought the old Ford cutter, hit a steel pipe an busted the gearbox, so even the 1/4" bolt out at the
edge of the old slip clutch did not give way or sheer,

Could have busted the pto shaft or gearing on the tractor, big money, just not worth it in my mind!
