Trying to figure out this implement

I'm new to this forum thing but
Can anyone please help me find out what this
is and how it's used I got at an auction
thinking it was a box blade now I don't know
what the hell I got
 
Have never seen anything like that. Looks like it rotates to chop materials up.Must be a regional thing , not seen anything around here in Ohio like it.

What does the tag say, anything left on it for model or manufaturer?

What part of the country are you located in, does not look familiar up here in my northern part of the USA.

What does that lever do, I can't see well enough in the pic?

What is that pipe for in back, does it look like something hooked to it, or extra weights would hang on it, or?

It would look like a cover crop roller sort of as I mention below, but kinda light for that work from any I've seen before.

Landpride has a unit that pushes straw or hay part way in the ground . Its used for erosion control in windy or areas that are prone to washing . It supposed to leave tufts sticking straight up. The color looks like landpride. Do you have sand dunes in your area? Look up landpride straw crimper
 
Did a little looking around check the land pride site and look at the food plot seeder on the back they have what is called a fluted packer/roller it looks like your tool
 
Seems like I've seen pictures of something like that on the front of a tractor, used to flatten a cover crop, while the tractor pulls some tillage/planting implement behind.
