oven cleaner from the Dollar Store, it works great and does a better job than the name brand, just let set for 24 hours or so and power wash, you may have to apply again, I just did a 48 year old tractor and had to redo some of the real caked on places but it did take to paint and in some places to bare metal

A steam cleaner works wonders, but even a cold pressure washer should clean that up easily. I doubt that the car wash, and the municipality, likes getting fuel products in the sewer.

My first choice would be a steam cleaner. Short of that use a high pressure washer. I find that a little
warmer water helps. Be careful as some pressure washers don't like really hot water. Soaking with diesel
fuel or a combination of gas and diesel fuel also works well. In short repeated use of the high pressure
washer may be the most economical.

I use paint thinner. It works well and doesn't leave an oily film like diesel fuel.
As mentioned, I'd use a putty knife first on the one pictured. then clean it up afterward with thinner.
