NH650 actuator problems

I have a NH650 w/net wrap that has had intermittent problems with the actuator system. When I try to extend or retract I hear a clicking sound at the junction box which I assume is coming from the relays. But there is no movement of the actuator. I tried swapping the net wrap & twine actuators but no help. I also swapped the 2 relays in the junction box and unplugged/reseated various connectors. In the past when this would happen it would eventually start working. However, nothing I've done for the past two days has made it work again. Anyone have any ideas/suggestions? Thanks!
 
Low voltage due to poor connections at the battery, at the tractor/baler plug, or power supply obtained from some source other than tractor battery or battery cable connection at starter solenoid. Actuators draw high amperage, a good clean power source is a must.
