JD 214 WS timing

we're having trouble timing a john deere 214 ws baler. was working pretty good- but had to have a pto shaft manufactured- got the wrong kind of metal and it twisted part of the shaft- got stronger metal - had new shaft made- now breaking shear bolts right after it twists the wire closed on a bale. We pulled all the hay and discovered the plunger safety head was coming up and the needles were still; about 3" above the bale chute. so it has baled a bale and broke a shear bolt several times. the best advice we can find says it must be out of time. we have the book but have not yet discovered the timing procedure. The book is a reprint and some of the steps seem a little vague.
we read about setting the plungerhead 2&3/4'" from the stop with the needles returning home- but it doesn't say how far back to the start and if we pull the trip- the needles go all the way down and the stop drops down- then if we turn by hand - it pops up when the plungerhead reaches it and needles are a few inches above bottom of chute. have hay waiting. any ideas/

Be sure front & feeder drive chains are snug not loose. I'm guessing feeder forks are in time so I'll address PH to needle timing only. While turning flywheel forward(ccw) after moving measuring arm up to engage needle lift trip dog when needle ends with roller get even with upturned channels in bottom of bale case the face on plunger head needs to be 1-1/2-1-3/4'' from needles. The timing can be adjusted by removing bolts(parts key 49) in gear & hub on RH side of bale case on needle lift shaft.
