How low capacity are these balers? I called a guy that has one for sale in good shape (with the clean sweep pickup) but got a pause when he talked about running it. He uses an Allis D15 and said he runs it in 1st low and still had to ride the hand clutch to allow it to keep up - that's at 1.8 MPH. Now I know I'm assuming a lot about windrow size but that's even worse than my old IH 47 baler that I have to stop/slow down for when I bale with my 350 in 1st gear (2.5 MPH).
 
I run my 269 in third and sometimes fourth with my Farm all M, third low, hi multi power with my Massey 175. Sure if I get into huge windrow or damp hay, I have to shift down, but very seldom get into first gear.
 
The 269 is 72 Strokes per minute. If I pull mine with my 560 in 1st gear @ 3.5 mph If I come to a heavy patch I just pull back on the TA and That brings me down to 2.2 mph And only feather the clutch when I get in a monster windrow (The guy running the rakes fault)
 
Unless you have different gearing a 560 runs 2.2 in direct drive at PTO speed and 1.5 with the TA engaged - actually a bit slower than the 350 runs in 1st gear. My problem is most of my windrows are "monster" - even with them being 6.5' (the width of the tractor) apart.


Second gear in a 560 is 3.8 and 2.6.


The hay has been just a bit lighter this year and it hasn't been as bad, but I am still "reraking" fields to clean them up because the baler just can't get it all.
 
I have a 273 , similar to the 269 . Allis 185 in 2nd gear . 2 9 foot swaths raked together , heavy timothy . She's workin.
 
They're not a super high capacity baler by today's standards for sure.... but should easily do 3-4 ton per hour. If it can't keep up in low gear in a 9' swath... then I would say the baler needs some attention. If it's missing half it's pickup fingers, got worn down feed forks and the knotter only half works... then some guys just drive at the speed it will bale rather than actually stop and fix it....

I bale in 3rd of 4th with my Case 400 (Racine, not the little one) with no problem. It has a super sweep pickup and I couldn't be happier. I've beef and I only make a couple hundred small squares a year for calving time, but I love it. Inexpensive, very reliable, easy parts if needed. Parts balers all around too. I'd say you've got baler adjustment problems. NH has excellent service lit available. Lot's of U-tube stuff on adjustments and usage. NH has an excellent video in animated form, on how there square balers work and are adjusted. You'll have to dig for it as I lost all my saved bookmarks a while ago, but well worth your time to watch
