I finally have time to give you a thurrouw explanation to your pop. problem. I have planted thousands of acres with my 5100 6-row over the years and this is what I have found out.
Todays seed corn is planted much heavier then in the past. They do this for the same reason you are planting heavier. More yield. More small ears=more yield then less large ears. The result is smaller kernels. It is quite common for an 80,000 kernel bag to weigh less then 40lbs. I know you said in your original post that you are not getting doubles but believe me, you are.
First you can try all the things I have tried. Tire pressure-it helps a little. New wiper brushes-it helps a little. Smaller seed disk(I use popcorn disks)-it helps a little. But you are still going to be thousands off if you have small seed and run recommended air pressure.
Here's what you do.
Double check that you have the right sprockets for your desired pop. It can be a little confusing which is drive and driven and counter shaft triple and so forth.
I have checked all my row pop. by having someone drive planter while I count number of rounds seed disk makes then doing the math with my 30 cell disk and assuring myself that the pop. is what the book says it is for those sprockets. I assume you have too. So you have found that the book is 100% accurate if there is only one seed to every cell.
That being said, if your monitor pop. says you are planting more then sprockets are set for then it is because there is more then one seed being dropped per cell. No ifs, ands or buts about it.
So, get your speed distance number as instructed in the book(mine is 7525) then set the sprockets for your desired pop. and go plant. Keep adjusting air pressure down until the seeds per acre readout on the monitor matches the pop. you have the sprockets set for.
Each time you change seed variety with a different weight you will have to adjust air pressure to get pop. readout to match what you have set for.
You will find that if you have seed that weighs 50 to 55lbs.you will be running air pressure at about the recommended 2 lbs.
With the real small seed you will be running the air pressure so low you won't see how the seeds even stay in the disk---but they do.
I don't know what pressure my gauge reads as it quit working years ago and I never looked at it anyway. Always just set the pressure with the afore mentioned method and adjust it up or down when changing seed variety.

TOTALLY agree with your comments. A friend of mine was looking at a White planter a couple of years ago and asked how I liked mine. I said that I loved it and that it was very accurate BUT he needed to have a population counting monitor for just the reason you stated. Air pressure regulation is what makes it accurate and it is amazing how little air pressure it takes with small seed. The other thing I like about my White planter is how little maintenance it takes (almost none) esp. compared to finger pick-up units.
 
I check my pop. By planting 20feet with the planter not in the ground. Measure 17'5"(1000 thousandth a acre) and count how many seeds 30 x 1000 = 30000. That doesn't lie. I don't have a pop monitor. And I don't have doubles I wacthed the disc go around there wasn't a single double. But like the last post on the other thread that guy had the same problem that I'm having he wanted 29000 but had to set it at 25500 to make it correct. Sorry if I sound like an idiot.
 
You do not sound like an idiot. But, I don't get it. Are you sure you have the drive and driven and counter shaft figured out? There is no way that planter would be that many thousand kernels off the book setting without planting doubles. And the way to cut down on doubles is less air pressure.
