Anybody know where we can purchase a good used set of needles for a New Holland 316 wire tie baler and also a Operators Manual for the same?

A good clear reprinted op manual is probably about $25 from New Holland. eBay can be a good source for manuals. Don't overpay for a poor quality pirated manual.
Needles for 500 series balers will work in a 316 at lesser cost. Just use the metric hardware the later needles require.

Rick B : I assume the 500 series are newer models? if so, any 500 series model work?

Yes, two part numbers for needles cover almost every 14x18 and 16x18 NH baler made in the last 60 years and they both share the same casting number. The two differences are paint color and whether they are drilled and tapped for metric or USS thread.
