International 8330 Mower conditioner

Working on a neighbours 8330 mower conditioner and the bearing in the idler sprocket on the main drive chain went. So I replaced the idler and tried to tighten the chain, but it pulled really tight on the top and stayed slack on the bottom. I am thinking this has to do with the timing of the conditioner rolls (one rubber one metal.)Can anyone tell me the proper technique to tighten this chain?

Well gee, if I thought it was out of time, I would move the chain 1 tooth to move the slack to where I thought it should be.
You can always move it back if that doesn't work.
 
Thanks guys, it did seem to be a timing thing, I adjusted the big chain one tooth and retightened the smaller and that seems to have worked.
