14t baler needle lock

I bought a 14t baler that had been setting in a barn for 25 years plus. Oiled, greased freed everything up and can spin over by hand and trip the knotter and they cycled and the needles ran in and out.Started to time the baler and noticed that the needle lock didn't lock.I pulled back on the needle maybe 1/2 inch and felt the needle latch lock in. tripped the knotter again and it ran knotter cycle and the needles in and out and needles didn't latch,pulled back on needle and felt it lock. should I adjust the needle travel or control hook?I have a manual but its not to clear to me how to adjust the plunger head safety stop.
Any info or advice would be helpful

At slow speed it was not uncommon for our 14T needles not to latch up. Does yours have the hook or the lever pivot to sense needle position? There should be a picture of the needle tip to bale chamber bottom with a dimension for stop engagement.
 
I have a new spring on my trip dog. It has the hook for the safety stop. When you trip it and run it through the knotter cycle on the return the needles move back almost to the lock position then drop back about 1 inch. The needle brake holds the needles with about the 22 lbs the book calls for. I have read that the needles sometimes wouldn't lock when turned over by hand, so getting ready to hookup to tractor and see what happens.
 
Hooked it up to tractor and spun it over and tripped the knotters 10 times and cycled thru and needles latched every time.I checked the timing and the feeder measures 15 1/4 inches book says should be 17 5/8, I guess I'll adjust that next.Thanks for your help
