Hesston 5580 makes loose bales

I have a 5580 Heston round bailer. The bailed are loose and soft most of the time. I just took all the belts off and shortened them to 470 in. They were close but some were as long as 474. This did not help my problem. The book says to run 3 mph but I do not see the proper rpm for the 540 PTO. Should I have big windrows or small? Go fast or slow? How do I get a tight bale?
 
going a little slower will help tighten em up also check the tension system and see if its working brkoe or loose spring maybe?
 
When you say slower do you mean ground speed or rpm. Do you think turning the bail slower or faster makes a difference. Will check my work gs thanks for the reply
 
slow the ground speed but keep pto speed up . if your making bales that loose youve probably got something not working on you tension system . pick up a manual IF you dont have one
