New Idea #4 Hay Rake

I'm trying to get the wheel off my #4. I took the cotter pin out, soaked the "Pin" with PB Blaster, thinking it would pop out with a quick hit of the hammer. It only moves about a quarter inch. Then Nothing. Is there a secret to getting this axle pin out???? Thanks in advance

Just rusted in. Yoy probably swelled it when you hit it with a hammer.May have to cut off flush and use a heavy punch. A bit of heat on the axle may help.
