Went down to the IH dealer and looked at new sickles for sale for the 100. There is no section on that first inch and a half. So I will remove that full section and replace with one and a half as RRLund said. I will only use the two holes that are 2 1/32 on center.

I don't think you want to do that. Make sure it is in time. Sounds to me like you have something way out of wack!!!!!
 
It's in perfect time. Sections dead on center on guards. Mower just want to plug in the part in the picture if hay is a little damp. What say you James Howell?
 
There should be a ledger plate in the edge of the shoe where the first sickle section enters the shoe area. It is not the same shape and size as a ledger plate in a guard. Neighbor's 100 was plugging right at the first section because that ledger plate was gone. The local CIH dealer told him there is no ledger plate there so I looked at my 100 and there is indeed a plate there. It's about an inch and a half wide and a little over two inches long and is held in with two rivets.
 
The sections with the extra half that go on the outer end of the blade are 'right hand' you need a 'left hand' to go on the drive end.Also on my NH 456 it makes a big difference if the bars are in place that push the hay back from the mower.Also the closer you can run the wheel on the tractor to the edge of the just cut hay the better it clears the way
for the inner shoe and less plugging.Pays to have the grassboard or rods that flip the hay back opening up a space for the inner shoe to run so you don't need to be cutting with the first section.
 
Come out this weekend, and I will teach how to mow. I don't have a mower like yours, but I can probably find 1. I still think you have something wrong, and adding another partial section isn't the answer, but to each their own.
 
I think fixerupper is correct:may 100 IH mower has sections just like your pic,and there is a ledger plate just as he described.My 100 mower works great and my knife does not look as good as yours,but I do have all my ledgers tight including the 1 in the shoe.Mark
