273 new holland clutch problems

I've got a 273 hayliner small square baler and my clutch plate was wore out on the overrunning clutch, so I replaced the clutch plate and the pins and springs. Had pins stuck in the shaft and had a tough time getting them out, ended up having to drill in the pins to get them pulled out. Got it all put back together and seemed like it was going to work fine and started to bale with it yesterday and it started slipping immediately again so I tightened the clutch springs up a little and started again and the clutch plate broke with not even 2 bales baled. This overrunning clutch has been a headache ever since I started having issues with it. The shaft with the pins in it had washers in the bolt holding it on, just curious if I was supposed to take those out when putting the new plate on to tighten it up or if that mattered, any suggestions would be greatly appreciated thank you.
 
This is the diagram of that clutch..not sure what washers your refering to except the ones shown in front of springs... I know when I adjusted mine the manual refers to placing a bar on the clutch and pulling the bar with a lb. scale and its suppose to turn at that certain lbs.. I use a meat scale.. sorry cant remember the lbs. for the slip.. I'd have to look in my manual to find that out..

The overunning clutch and the slip clutch are two different things and serve two different purposes. You said the new clutch plate 'broke' after two bales. What part of it broke? I think that the stuck pins you are referring to are in the pto shaft yoke. They are part of the o-r clutch for sure. I have some stuck in a yoke right now. The o-r clutch allows the baler flywheel(heavy) to turn faster than the pto when you stop tractor/pto. It makes a clicking noise as the pins ride up and over the ramp on the clutch plate. That same plate does make up the part of the 'slip clutch' , as well as friction plates and the row of spring loaded bolts shown in the parts diagram that was posted.

What actually happened when you tried to bale with it? Does the flywheel and plunger turn okay by hand? Can you turn it enough so that the plunger makes a full stroke?
