Power harrow/ Lely Roterra

Anyone have experience using one of these machines? After bouncing across several hayfields this summer I'm wondering if a power
harrow would work to mix up the top 3-4" and level the field? I see there are some models that have a seeder attachment on them
as well. Seems like a one pass solution, what horsepower would it take to pull an 8' machine?
 
i dont know how it would work for that application . my neighbor discs his alfalfa shallow and drags a harrow behind sure does wonders to remove grass And smooths the field out nice
