290 twine baler issue

Hello,
I have a new holland 290 twine baler. I actually believe it was originally wire then converted to twine. The problem is my clutch paw and brake stop don't line up correctly.only butting about half the surface. then slips when the needles cycle. It seems easy enough to adjust but can't seem to fix the issue. It usually slips twice in a row. The clutch paw is worn.brake stop is new. Garton tractor claims the paw is obsolete. I tried adjusting the brackets the star wheel is on putting more pressure on the trip reset arm, which in turn raised the brake stop. Didn't help. I personally think the brake stop bracket is in the wrong position. It's been welded and can't be adjusted. The brake stop can but not the bracket attached to the frame. Any feedback would be helpful.
 
do you hae the operator manual available? On my 282 the clutch pawl is only supposed to ride on about 1/4 inch of the stop so that part may be ok. You might check parts book to see if a spring is missing, or look at another baler of the same era, I think the 2 and 3 ties were about the same.
 

I have the 290 wire mauel, and the 500 wire/twine. Is their a 290 twine Manuel? Haven't found one.
So I fixed the clutch paw and brazed a grade 8 washer on it. Then ground the paw square. No slippage now. Placed the paw and adjuster stop with 1/4 friction. Works well.
Now the issue I'm having is to much tension on the metering wheel. It doesn't always reset. I've tried adjusting it but not helping much. I need to get everything in sink. Being the needle yoke length, metering wheel, clutch paw, adjuster stop, needle latch. Theirs just to much tension. Where to start?
