New Holland 258 rake

My 258 rake has started to shear pins on the drive axle connecting the two drive wheels. It is doing it routinely now and that leaves the wheel connected to the gearbox as the only wheel driving. The basket runs easy by hand and everything seems to be in line and true. We are stumped as to what the cause may be. Has anyone encountered this? The trouble shooting section in the manual does not discuss this.
Any suggestions on what needs done would be appreciated.

Are the drive pawls and springs in both wheels working properly? Does it shear when turning? Do you hear the inside wheels 'ratchet' when turning. I was trying to visualize if this could even cause your problem.
 
My 256 has bolts in the yokes and started shearing them when the holes got worn and allowed it to work back and forth from the action of driving the basket.
 
The pawls and springs are what we are going to check next. We have kept the rake in repair and have installed new bearing on the tine bars( a job I will not do again!), rebuilt the gearbox, and have all new drive tires on it.
