Woods RM59 Belt Tightener

I can't find the manual on Woods' website, evidently they've discontinued this model for one with a gear box. Anyway, I've got an RM59-3 that's fairly new and hardly used. THe problem is I can't get the belt tight. The belt goes around the tensioner pulley and the pulley doesn't turn, even though it's free. Tightening the bolt that goes under neath of it doesn't seem to do much, except move the bolt. What am I doing wrong?
 
That tension pulley needs to turn. I would take the whole assembly apart, clean and lube it as you put it back together. I had to change out
the idler pulley bearing on mine last year. You may have the bolt that holds the adjuster pulley to tight ( it needs to be loose enough for
that pulley to turn ).
The manual for the RM59 is on their web site but you have to hunt for it. I printed it out not long ago but can't put my hands on it rite
now.
