Ram rebuild

I have rebuilt a few conventional hydraulic rams, but am unfamiliar with this type on my "ware loader". I may have to replace the tubes, but what seals them? Could this be a packing gland?

All you can do is unscrew it and see what is inside. From the looks of the rod finish, you will never get it to seal. It looks like it has been sitting for a long time. It really hard to tell from the picture.
 
I doubt a polish with emery cloth will save them, it may turn out to be cheaper to replace them, but I will take them apart first
 
Is that a chrome rod with the chrome rotted off or a hardened black rod? Probably just vee packing in the gland...

Id say it is de-chromed. They were caked with old leakage, i ran them up and then back down to within an inch of where it sat for years, keeping it out of the seals until i remove the rust. I expect them to be junk on closer inspection.
