new holland 479 haybyne reel too slow

I have a new holland 479 haybyne i cannot get the reel tp speed up. It has an cintrificul clutch an it dont seem to move. Any ideas, Im gona mow rye an the reel needs to run much faster than it dose
 
If I remember right the pulley had shims in it to change the speed. Kind of like the variable speed pulley on a combine except you have to remove or add shims to change where the belt rides in the pulley. I had 2 479's and never had a problem with the reels. Is the belt worn or slipping? Don't remember any type of clutch on the reel drive, but there where changes through the years.
 

Adding/removing shims between reel belt drive sheaves is the way one adjusts the reel speed on a JD Mo-Co so I'd guess a NH haybine is the same way.
