John Deere 1010RU 3-point hitch

I've inherited a JD 1010RU as part of my new job. It has a brush hog attached to the hitch; the prop shaft will spin but I am unable to get the hitch to lift the bh up for transport. This model has the dual hydraulic system with 2 levers to the right of the seat. Moving the levers does nothing. I checked the fluid in the hydraulic unit, it's low and I suspect this may have something to do with it. I'm not very familiar with this tractor, and although I do have an operator's manual, it isn't very specific about what to do in this situation. Any advice will be greatly appreciated.
 
First off would be best to ask this in the JD forum down lower. That said fill the fluid level up first. Nest is there a little knob down close to the hyd controls?? If there is try turning it one way or the other. Been a while since I have messed with the 1010 and 2010 and by the way they are 2 of JDs problem child tractor and parts are hard to find and cost you an arm and leg

Welcome to the YT discussion forum. I looked in JD forum and found no post of yours but I did find your post in Tractor Talk. Does your tractor have power steering and if so does it operate correctly? When trying to raise 3 pt are both control levers pushed to the rear of each quadrant?
 
I'm not sure if the tractor has power steering, how can I tell? As for the levers, it doesn't matter what position they are in, the hitch does not move. As I mentioned I checked the hydraulic fluid reservoir and it is empty. As I was filling it, I discovered a leak near the large tube that comes out of the bottom of the unit. I didn't have a wrench with me at the time big enough to fit the nut on the tube, so I will tighten that and see if the leak stops. I'm fairly certain the reason the hitch won't move is because there was no fluid. And I swear I posted in the other forum, but I could be mistaken :) Thank you.
