What is this used for?

It's being advertised on CL as a seed packer. Asking $1800.

I'm familiar with Brillion packers that have solid steel wheels.

Man, in my wet clay that surely would be a very solid wheel packer! I can guess why I've never seen that design around these parts.

Crowfoot rollers.Popular here. Very effective in HARD clods.Only we use "pulvimulchers"/roller harrows. they typically have crowfoot on the front roller,solids on the rear.
 
Will not plug any more than a solid wheel packer in wet ground..Better than a solid wheel packer to firm well worked ground that likes to crust as it will not crust with them like it will with the solid wheel. And the other poster has it backward, solid before planting and the crowfoot after planting to firm in the seed but not make it so it crusts over before the plants can start to grow. In sand ground like he says might work but not in clay. Smaller versions were called plow packers.
 
Thanks for he replys and the varying opinions.

We never used a crowfoot roller, as in I didn't know they existed till now. We plowed then disced our ground, broadcasted oats, then packed them in and hoped for rain.

Just goes to show different techniques for different soils.

if that thing made seed come up better than rolling over the land with my old worn out Brillion solid wheel packer,

Then I could not use it, as I would have too good of a stand of grass.

if you are sowing seeds these things are the difference in a good stand or little to no stand.

Back when we used three bottom plows, we found a bunch of these available very cheap. So we made up hitches, and pulled them behind the plows. The "plow packer" didn't have the heavy cast ends like the cultipacker. They floated along quite lightly, picking away at any lumps the plow left. Then the "buster bar" came out, and everybody had one!
