foam marker

On my spray rig the foam marker has been working
like a charm but awhile back I ran it and the foam
would just not foam but the weather was cool could
the soap or the water be too cold to foam? So
hopefully when it warms up it will work like
normal?

A foam marker should work at low temps, above freezing of course. Foam is made with a combination of a fluid pump and a separate air compressor. Sounds as if the compressor could be the problem if you are only getting liquid.

Warmer water will foam better than cold water. Might want to also check that the sponge pads at foamers are not getting clogged up with old foam marker concentrate.
