Need help on C-24-P mower flywheel shaft bearings

I have the flywheel shaft apart and the new bearings on the shaft. I need to know if anyone has every put these bearings in. How do you check the preload on the bearings. The front cap has shims to set the preload but I have know idea what it should be. Also what should I use to seal that cap up with?
 
I have no specific info for that mower, but in general I would set the bearings up for .001" to .003" endplay, NOT preload.

Ring and pinion bearings get pre-loaded, most other tapered roller bearings are set up with a little endplay.

Once you get the shims correct, clean the bearing retainer and bore and seal them up with a little silicone at final assembly
