Some kind of cultivator. The rotary hoe setup looks to be a row shield to keep dirt off of the plants. Missing a bunch of pieces.

rray back in the day Allis Chalmers produced a rotary cultivator. It had the fingered rotors like those. I've seen several rear mounts but never seen 1 with front mounts. I don't know if it is AC. looks like Orange paint.
 
They are called weeders around here. Used for row crops. Also known as rotary cultivators as already mentioned. They work quite well in light soil but one needs to be moving along.
 
The Allis unit was a me too copy of a Lilliston cultivator with sleeve bearings while the Lilliston had sealed ball bearings. They both need plowed ground and are not harmful to bigger weeds.
