Looks to be a Matthews rotary scthye. Seen them used for cutting grass stubble or grain stubble before tillage.
 
Same sort of thing as a New Idea Cut/ditioner. It will cut and condition grass hay, but not as well as some other methods. Works great for shredding and windrowing corn stalks for bedding. It's a power hog, though.
 
Yep,I've got one just like it. I use it for cutting corn stalks to bale. They were used for cutting hay when they first came out.
 
Typically not good for alfalfa so kinda rare around here, they really beat up the leaves.

When you cut grass hay with a flail conditioner you can usually bale it the next day.
 
I had a 7 footer, used it to mow hay for a couple of years. Did a decent job, needed 60 HP to do it right (gotta have enough power to keep the speed of the cutters up in heavy stuff, otherwise does a ragged job). Finally got rid of it, because I had some mole hills, and it very efficiently distributed the dirt through the hay. Bad deal for horses, which have delicate lungs and can't take any dirt in hay.
 
Rotary Scythe - my dad has the same one sitting behind his barn.
It was hard on rough fields and wouldn't make for an organized windrow, but it worked in a pinch. We kept it as a backup for when the 1190 International mower broke down and we had to cut hay.

Nowdays dad uses it for knocking down the weeds and grass through lowlands when they dry out late summer.

Like the others mentioned - it's power hungry. The blades are 6-8 inches wide, and cut like shovels!
