It wraps the wire around the shaft that holds the bill hooks, or twister fingers. It isn't cut. Both do that. I bought the last twister hook known to man and put it on, and I put JB weld in a slight groove in the other, but it made no difference.
Im thinking that the wire isn't being cut, but I don't know how to deal with that.
 
Buddy had a JD wire baler years ago and after the wire was twisted it was cut in the middle of the twist with one half for the bale that was just made and other half for the next bale. The cutting action was like a pair of fence pliers with a deeper u-shaped two piece movement. One piece was stationary and the other cut the wires and all done after the twisters were done.
